These updates will NOT work when installed over Coastal Explorer -- you must already have a valid installation of Rose Point ECS 2009. The upgrade link at the top of this list (2.0.9298) is the latest version update and is a cumulative update, so you do not need to use any of the other version update links unless you only want to update to that specific earlier version.
